yes, it's true, because in ukraine, president zelensky was fighting with government (trying to get majority of chairs) 2 years out of 4, only after this he could start to make changes (for example before Zelensky ukraine was 1 of 7 countries with closed land market)
so, give "majority of chairs" to president from the beginning?
ALSO HOW TO prevent vetocracy (like in USA)? there are lot of proposals to change country, but none of them are implemented, because of bad "proportional representation" algorithm (described in "beginning of infinity" book, parties, that noone cares about, that get 0.5 of chair, algorithm converts 0.5 to 1, which is good, buuuuut.... why not make number of chairs equal to number of people that live in usa? Liquid democracy. quadratic voting (give tokens)? condorcet rating-based voting?)
